The U.S. Health Resources and Services Administration (HRSA) is expected to release New Access Point opportunities at the end of 2023, the first time such an opportunity will be available in four years. CohnReznick’s New Access Point (NAP) learning series will provide a detailed walkthrough of this funding opportunity so that agencies with any level of familiarity with the Health Center program can determine whether this upcoming opportunity is a good fit for their organization, and will provide a framework for both new and veteran Health Center agencies in developing a competitive application strategy. Participants will leave the series with an understanding of the application components, scoring elements, and what they can be doing in advance to prepare to respond to the funding opportunity once released.

NAP Applications and the Health Center Program: The Fundamentals

New Access Point (NAP) opportunities are historically offered every 3-4 years and provide a pathway for organizations to receive Federally Qualified Health Center (FQHC) designation and annual grant funding to support services. The first session of the NAP Learning Series will set the stage for organizations interested in FQHC status or for existing look-alikes who are new to the NAP process to understand the fundamentals of the NAP application, required information, and the benefits of pursuing FQHC status or expansion through a NAP.

Participants will leave this session with:

  • An understanding of how the NAP application serves as a pathway to entry and expansion of the FQHC program and program benefits
  • Resources to understand FQHC compliance requirements and an overview of top challenges for new entrants into the Health Center program
  • An overview of the elements of a NAP application and requirements for application submission
  • An introduction to HRSA’s standardized need scoring tools and their historic use in NAP applications

NAP Applications: Assessing an Approach and Strategy Development

New Access Point (NAP) applications are historically very competitive, requiring applicants to strategically devise a response that is well-tailored to HRSA’s funding goals to maximize their chance of success. This session will provide a deeper dive into the NAP application and its scoring criteria, highlighting elements that applicants should focus on in developing their proposed project strategy. During the session, we will review a framework that both new NAP applicants and existing Health Centers can use to assess the strength of their proposed project, and we will also review the new MOBILE Health Care Act (S. 958) that will take effect in 2024 and its impact on developing a NAP strategy.

Participants will leave this session with:

  • An understanding of how organizations can assess the alignment and strength of their proposed NAP projects with HRSA scoring criteria
  • A framework for aligning proposed NAP projects with HRSA funding priorities
  • A checklist of activities that can be done in advance to prepare a competitive application strategy and be ready for NAP application release

Budgeting for Success: Developing an Application Budget and Understanding Federal Grants Management

New Access Point (NAP) opportunities provide federal grants of up to $650,000 per year to support proposed Health Center activities, and applicants must complete detailed budget forms as part of their application that shows not only the use of federal grant funds, but also all revenues and expenses that are anticipated as part the proposed Health Center project. This session will help operations and finance staff seeking to submit a NAP application understand the parameters of the use of federal funds, the financial information that is required with application submission, and strategies for using federal funds to support Health Center activities.
